- Citizens of eligible nations in the Western Hemisphere, East Asia and Pacific, Middle East and North Africa, South and Central Asia, and Sub-Saharan Africa are eligible.
- A bachelor’s degree, or initial university degree.
- Five years minimum of full-time experience in a professional capacity.
- Limited or no prior experience in the United States.
- Shown traits of a leader.
- A history of community service and public service.
