In Washington, DC, the Penn Kemble Forum on Democracy encourages young leaders in foreign policy to have partisan discussions. The Forum offers a platform for cross-sector thought exchange and an exploration of the role of human rights and democracy in relation to a wide range of policy inquiries. Foreign policy specialists, current and former government officials, and advocates of democracy lead monthly off-the-record dinner talks. The Forum bears the name of Richard “Penn” Kemble, a devoted democracy movement strategist and activist who passed away in October 2005. During his political career, Kemble participated in the American labour movement, the fledgling socialist movement, and the civil rights struggle. After being appointed as the United States Representative to the Community of Democracies, he held the positions of deputy and acting director of the United States Information Agency. Eligibility Criteria:
See the following for the Penn Kemble Forum Fellowship application requirements:
- The Washington, DC area must be the applicant’s primary residence.
- Internships and academic studies do not qualify for the fellowship; candidates must have five to ten years of professional experience in international affairs, foreign policy, or national security.
- Fellows must be present for a Saturday morning retreat on September 21, 2024.
- The monthly off-work hours chats are usually held on Tuesdays, Wednesdays, or Thursdays after work, and fellows are asked to attend at least two-thirds of them.
- Since there are only 30 spaces available for the competitive programme, applications that demonstrate that the applicant can devote their full attention to the curriculum, while still fulfilling their professional and personal obligations, will be given additional consideration.

- Present CV; a 500-word expression of interest outlining the applicant’s plans to contribute to and benefit from the Forum;
- A letter of recommendation outlining the applicant’s scholarly and analytical skills, international dedication or experience. And personal attributes from a manager, mentor, employer, or academic supervisor—either present or previous.
